This page contains groups of value sets designated for a particular program usage. You can search the entire repository of published VSAC value sets in the Search Value Sets tab.


eCQMs will not be eligible for reporting to CMS unless and until they are proposed and finalized through notice, public comment, and rulemaking for each applicable program. For more information about eCQMs please visit the eCQI Resource Center.

eCQM Value Set Files:

*Sorted by CMS ID:
  • Excel presents eCQM value sets organized in individual worksheet tabs for each CMS Measure ID.
  • XML contains an individual XML file for each CMS Measure ID, presented in the IHE Sharing Value Sets (SVS) Integration Profile.
  • Starting with the May 2024 Release eCQM & Hybrid Measure Value Sets Publication, files include program candidate measure information.

*Sorted by Value Set Name:
  • Excel presents eCQM value sets pre-sorted by value set name.
  • XML contains one XML file pre-sorted by value set name, presented in the IHE Sharing Value Sets (SVS) Integration Profile.
  • Text format provides a set of three text files, each for various use cases.
  • These files are pre-transformed XML-to-text result of the VSAC SVS API call RetrieveMultipleValueSets:
    • value-set-definitions.txt: Caution-- limited to subset of only grouping value sets for a release. Definition column shows extensional member value sets that belong to each grouping value set. Does not contain extensional value sets specified directly by a measure.
    • value-set-codes.txt: Contains a row for every terminology code for every value set; equivalent content to the Excel and XML download files.
    • value-set-code-counts-by-codesystemname.txt: Does not contain terminology codes; provides code counts per code system per value set; could be useful for implementers who need to detect value set code count changes between eCQM publications.

    Please experiment with these text files and send us feedback. It is important that we know whether these download formats meet your needs.

*Binding Parameter Specification (BPS): The BPS is a metadata file that contains no terminology codes. The BPS provides a record of the value set metadata (binding and parameter) information that defines the value set code lists specified by published CMS eCQMs. Measure implementers can use the BPS to track versions and other parameters that define the value set code lists for each eCQM release. The BPS contains the same information as its predecessor, the discontinued Data Element Catalog (DEC), as well as additional parameters, and the BPS replaces the DEC in all subsequent releases. (UMLS login not required).

*Retired/Legacy Codes Currently in eCQM Value Sets: The CMS eCQM program occasionally needs to specify terminology codes that have been retired by the source terminology. This spreadsheet identifies the retired codes CMS eCQMs need to use for each published release of value sets. These retired codes are also included in the eCQM Value Set files.

*Code System Versions Currently in eCQM Value Sets: For every CMS eCQM value set publication, CMS decides in advance which code system versions they will use to specify the value set code lists. This file lists the code system versions CMS selected for this eCQM value set publication. (UMLS login not required).

VSAC API: Use the VSAC Application Programming Interface (API) to programmatically retrieve value sets. The VSAC API documentation specifies the appropriate request and parameter constructs depending upon your retrieval needs.

Data Element Catalog: The Data Element Catalog (DEC) is a deprecated eCQM value set metadata file in use from August, 2012 through May, 2017. NLM no longer creates the DEC file as of September, 2017. NLM replaced the DEC with a more detailed metadata file called the Binding Parameter Specification. The DEC metadata file identified data element (value set) names required for capture in CMS eCQM electronic health record (EHR) technology certified under the 2014 Edition of the Office of the National Coordinator for Health Information Technology (ONC) Standards and Certification Criteria.

     In rare cases, you may need to exclude all of your value set's current codes so that you can easily replace your code list with a different list of codes, perhaps from a different terminology code system, that will serve the same purpose. The original intent and usage of your value set should always be preserved.

    Steps to create intensional value set definition
